Federal Statute 45 CFR § 1329.17 General Requirements for State Plan
Notice is given that the Statewide Independent Living Council, known as the Independent Living Council of Wisconsin (ILCW) will hold a public hearing to consider amendments to the 2023 – 2024 State Plan for Independent Living (SPIL) related to the financial tables, 1-year extension, description of SPIL Goals, and identification of Centers for Independent Living who can sign the SPIL.

Analysis of Changes/Amendment
In October 2022, the U.S. Department of Health and Human Services Administration for Community Living (ACL) extended the Federal Fiscal Year 2021-2023 SPIL by one year. The proposed changes and amendments reflect the additional year. ILCW has reviewed and approved the changes. They are as follows:
- Narratives changed to reflect updated information for Federal Fiscal Years 2023 and 2024.
- Funding tables updated to include Federal Fiscal Years 2023 and 2024
- Dates changed to include Federal Fiscal Year 2024.
- Data Sources for Objective 3.3, Indicator 3.2, “Number of annual consumer barrier surveys completed” now includes:
- Annual consumer barriers survey data (included before amendment.)
- Wisconsin Coalition of Independent Living Centers (WCILC) quarterly reports (included before amendment.)
- Number of Independent Living Center (ILC)/Statewide Independent Living Council (SILC) staff and board members engaged in systems advocacy (added for amendment.)
- Number of consumers that identify advocacy goals in Independent Living Plans (ILPs) (added for amendment.)
- North Country Independent Living name changed to indiGO.
Fiscal Estimate – Economic Impact
There is no fiscal estimate or economic impact of the proposed changes in the SPIL amendment.
